What car editor?
Choose your preferred vehicle, and you'll click on this "Other" tab. Scroll down, and you'll see this:

Keep in mind that if you change these settings, they will reset any time there is an update, or if you need to verify file integrity. You can also change this in the config.txt. I don't recommend doing either one. Create a new config instead. Enable cars to spawn everywhere in your in-game settings, if you haven't already. The spawns will probably slow down.
As Grimm said, it varies for everyone, but not so much. Spawns are RNG-based, according to a parameter in the config/editor.
Move the cars to your garage, or sell them, and you'll see fewer of them over time. That's worked for me, anyway. Might be different for you. Someone knowledgeable with the code would be able to explain it better.

Is there a manual way to edit it? Someone mentioned a config file a while ago.
Bottom line, it's not showing. So is there any other way to do it?
IF you are not seeing a menu that comes up when you hit play in steam showing a menu and the Car editor being the second choice I can only surmise that is WHY...
BTW I BOUGHT the game for this very reason :)
He's got the mouse icon; it denotes a legit copy. You can also launch the .exe outside of Steam with a legit copy.

Open the car folder you want to edit. Open the correct config.txt with Notepad (or++, whatever you use).
This example is of the GT40:

Erase the three locations that I've marked as bold, if you don't want it spawning anywhere. Save and close Notepad.
I do not recommend doing this with a default config, but you asked. If nothing else, back up your Cars folder and your profile saves into another location before doing this.
