Did you try to check if it's the correct rim and size ? the game is precise in this go up or down in a rim size will make it not fit and give to you that error message , check things again
If it's the correct size then try to check game files integrity , it could help to fix it

Rims are somewhat magic. Without a tire they dont actually have physicality yet because, although you have to buy a rim size, you do not have to buy a rim profile, they magically get wider and thinner to to fit the tire being mounted on them. So basically, they can't exist without a tire.
Tyres are a pain because sometimes the front tyres are smaller than the backs and after quick glancing I have bought all the same sizes only to find out otherwise.
Or sometimes things require clips and I forget about them.
You`s have to be more specific tho.
