'To test if your car is properly working, remove the config file from your own folder, enter the game and it should be in the car salon (where you can see if it properly added to the game), if you subscribed to the item in Workshop."
This is not correct. The game needs both new config files you created to be in your folder, otherwise, it will work for everyone, accept for yourself sadly. You wont be able to see the car. So just leave the new config1 files you made in your own, local file folder for that car model.
The true way to check if your config properly uploaded, is 1) you will see people subscribing to it relatively quickly. 2) Ultimate way to check if the config added to the game for others to enjoy, go to;
C:\Program Files (x86)\Steam\steamapps\workshop\content\[folders]
Every game you own on Steam creates folders there for workshop items. You will find a folder there for CMS21 (the folders are just numbers, look for when you played CMS21 last and look at folder modification dates/times). In that folder will be a folder for every config you subscribed to in the cms21 workshop. If you made a car, and subscribed to your own car; there should be a folder there for your config *after* you logged into the game and let steam cloud sync. Once your game syncs to the config in the workshop shared folder, *then* you can remove the config file from your local.
This is a shared folder everyone has, so if you see your car there, everyone sees it :D (who subbed to your car config)

I am not sure if you are direct copy pasting this from your file, make sure it says carId not "crald" in the actual file. But I would think you'd get error at upload...hmm
