The 71% condition requirement refers to the parts on the "other tasks" list.
This is very unclear from the description. I'll make a bug report asking for a more clear message in the work list.
For jobs you can repair panels and parts for a fraction of their shop cost, making much more profit on the job. i.e. a 30% engine block may cost 200-300 to repair but will cost 1500 in the shop, job pays shop price regardless. Repair skills on job mentioned would likely get 5k more in net profit. (more money to spend on filling the big shed)
I would (did) upgrade repair and discount skills before any of the others. Need XP ? scan/inspect all cars you see.
