Barn tips?
What am I really looking for at the Barn? The vehicles? Parts that aren't so bad (I have the workbench and restoration at max)?

Are there general tips/strategies to use here?

Any that are different than when going to the junkyard?

And what do the stars mean for each item? There's a possible of 3.

The parts are a good grab as long as they are ones you can repair. The cars will be more expensive than junkyard, but cheaper then good auction cars. Also make sure to check each junk pile in a barn as one will usually have a crate for 200. The crate can be of huge value. The stars represent the quality of each part. The more stars the better quality, and when used for a restoration will raise the value of the vehicle a bit.

does more stars mean higher cost to buy as well ?

Really, once you have enough money, buy everything.
Fix what you can, scrap what you can't. Upgrading aftermarket parts yields big bonuses to power usually

More parts at the junkyard is all.
Repair to sell, buy 15-50% health, high value items like, gearbox, blocks, etc. stuff that sells (new) 1.5k+, relying on one ping repair to turn a profit, best seen as a batch of 20 or more parts rather than single parts.
Repair to use, max cost of the part with repair is half it's new shop value, so any part used in a build saves money.
If buying to store, repair when you need it so no more capitol is sitting on the self. You get back what you paid for a part not repaired, should you sell it as is, maybe a credit or two more so although money maybe tied up, the warehouse can be culled in hard times.
As an investment
Not repaired = 1-2% return
Repaired = 50-75% return
Used in build = 500-1000% return
Also batteries can be charged from 1%

1-3% like they add.

well the way i would do it is to only buy items that are common ... i would assume the l4 is common and i would skip the V10s or l10
