Though it doesn't seem to occur anymore, could have just been a glitch somewhere. Like when you can sometimes pass through cars like they were holograms or something.
I think this is more of a rounding error where if the oil is at say 49.9% full (at about the half mark), the game will round down to 49%, thus stating no oil (when it really means not enough oil).
What I do to prevent this issue is when the bottle starts to tip back, I hold it for just a weeeee bit longer, so if you check the dipstick it shows the oil level around 3/4 to 7/8 full.
this is also true for all other liquids in game.
also all liquids except windwasher require to be drained first.
