I have checked my game and i have no problem creating the engine that you are talking about. All engine blocks in the game start with the name engine block. Are you 100% sure that you have bought the right engine block for the engine you are trying to create.
Try verifying your game files just in case something has become corrupted.
If you're using the engine stand, I'm not sure what the problem is. The V8 2carb OHV Supercharged does indeed start off from a V8 OHV Engine Block, so that should work fine.
If you're trying to do it directly in the car, it won't work because the original engine had a V8 OHV F Engine Block (notice the extra F), and when you're trying to put an engine block in a vehicle it only takes a part for the engine that it already had originally. You have to at least *start* the V8 2carb OHV Supercharged on the stand (even just the block), and then lift the block into the vehicle using the Engine Crane.
