I have everything else: Qi, Sense and Body nearly maxed out.
I got the Techniques that are buyable.
I got the 4 relevant potions.

Is it even possible without the distracting technique and can i still get it? Because i was looking for the quest but i never got the quest.

I literally JUST did it without the dodge tech. In the round where he will increase his dmg for every Skill you use, its imperative to not use ANY skills. And after that just use mana to heal your will. Then after his dmg is 0 you can just win.
