Any ways to increase income from industry?

I noticed some cities such as Tangshan have their own value of industry income. Can I do some actions like expanding factories to increase such income? Or is there a way to build my own industry in a city that does not have industry income at the start of game?

That score is more important to the communist faction at the moment (they have actions to mobilize the workers)
