Best roles to develop provinces:
Statesmen : their are really good at developping provinces. They have most of the actions available to them.
Gentry/businessmen: they have bonuses to actions dealing with merchants and actions like forced loans.
Policemen: their develop faster local militias, and naturally reduces bandits in the districts they manage.
Bandit characters and Warlords: you can expect increased corruption in the districts they manage.
So any Statesman-gentry-police character should do very well.
I know some players who use up to 3 statesmen characters to develop their domain, and support large armies.
They will be better in some allied neighbouring province.
