As for 2 cards at start of round, that doesn't change to my knowledge - you start the fight with 1 card per party member then 2 per round. And of course, make sure you used a fixed skill each turn if you can help it when low on cards/draw.
Draw skills are of course very important, but often times draw skills arent enough.
The first thing to consider is the party composition and how "expensive" in terms of card efficiency each character wants to be. As an example, Johan is someone who is very inexpensive card-draw wise and instead relies mainly on having lots of mana to keep using his fixed ability, easing up the burden of draw somewhat for the others. In contrast, Azar is fairly cheap mana wise, but extremely draw hungry for his synergy cards to keep his damage flowing.
Alternatively, many characters can directly ease up the burden of draws in certain ways:
Charon has the thurible for draw-free healing, Trisha has card copying and in-kit draw, Pressel can improve your draws to ensure better odds of drawing more draw skills when needed, Lian has outrageous card efficiency and has multiple cards that generate more cards while also easing burden on your healers drastically.
The list goes on but you get my point.
Alternatively, look more into "Once" cards - these are often powerful with "Once" being used as a penalty, but what is even more powerful is that it reduces the size of your deck in combat. If you start with a deck of 21 cards of which 6 are "Once" then after your first cycle now with a deck size of 15 your odds of getting more draw skills in hand, your high prio cards in hand, and overall consistency of draws is substantially better.
Sorry for the long post, but given the importance of draw/deck balance in a lot of Deck-Builders I figure more information may be better than less.
1. You're not getting skill draws enough (6~8 of them into endgame, even more)
2. You might not be using that much fixed skills (fix some of your skills so they deal damage consistently, even with zero skills in hand)
I would say 2 draw skills in 1-2, 4 in 2-2, 6~7 in 3-1
(1-1 -> 1-2 -> 2-1 -> 2-2 -> 3-1 -> 4-1)
