Report a translation problem
The Free edition is an updated version of the original Kyle is Famous. It has all the same content plus a little and plus the graphical and some audio updates. It was added to everyone's library that played the original automatically.
The Complete edition has everything (all 117 endings, VO, story editor, etc), and you would only have that if you bought it since it released.
There's only one app ID, so Steam will show the same things in everyone's library, no matter if they have the free or complete edition. That's just a Steam thing and there's nothing I can do about it. :P But whatever the game says when you open it is what you have.

Yes. Steam doesn't allow separating achievements, unfortunately. :(

Ah. Here's the kicker: The complete edition is considered DLC by Steam. Steam does not share DLC with family sharing if the person being shared to owns the game. Free games are considered owned by everyone. Kyle is Famous is considered a free game. Therefore, the completed edition is not shared.
You could try removing the free edition from your library (google how, simple process), but as far as I understand, it still won't work, unfortunately.
The game's always been free - now we've just expanded it with a bunch of extra stuff. But you might have missed that anyone that bought any of the old DLCs gets the full upgrade for free. You just need to contact Dave@NewBlood.games with proof of purchase.
