Is this game closed?
Just installed this game after a year or so, doesn't launch anymore.

Yes. It appears to have shutdown on Oct. 29, 2021.
Usually with these kinds of MMOs they'll get rebranded and put out again, maybe by a different publisher. Hard to say.
