[BUG] Chivarro doesn't spawn for Grudges to Settle

Aparently Chivarro should spawn near the brazier in the lower city after being ousted, but that didn't happen for me. Is this a bug or is there some step i'm missing?

I'm wondering this as well as I have done pretty much every other quest except 2 main ones yet she still does not appear for me.

Yep Chivarro still not their after yday 2 hotfixes

Also happened upon this bug. I still have several quests open with around half done in this chapter. Currently on a Demon playthrough with no respecs.
I did check out the proper location through a YT video but the scene with her never triggers nor is she there.
Tried going in and out of the area several times and approaching from different directions but no dice.
Going to wait for a fix since it seems this chapter is more buggy than earlier ones.
