City of Locusts Bug?

I just killed Deskari and i have the quest "Return to Drezen" There is even a quest icon on the "to the streets" Section of the map. But when i go to Drezen nothing happens. nothing triggers, no one says anything new. this feels like the least leg of the Game and im locked out of it. I got 134 hours on this Character and would HATE to have to start over. does anyone know whats happening?

Go back to the Drezen castle, then leave again from there to triggered it.

Done that dozens of times. from outside to the streets, from the castle to the streets, from the temple to the streets. it will not trigger.
