Logistics Ranking Stuck at Level 3, not sure what to do

I am stuck at Rank III, rest of stats are 4 or 5. I am in Act 3, all I have left is to do the Ivory Sanctum. Is there some event after it to help rank up to IV or V. I have more than enough XP to advance to Rank IV. Anyone else run into this. Should I go and remove all the buildings and then slowly build them back up?

Did you already form a logistics council? Try talking to the person in charge of that. One of my rank upgrade events fired after doing that. Not sure if it was coincidence. There are bugs with crusade management.

Yes, council was formed. I'll poke around at it some more. I don't recall who leads this council to be honest.
