Shifter is fine if you want to spec on claws and getthe natural attack feats.
About the dragonforms. The mythic goldragon form is the best one, period. It has the best breath attack (holy, doesn't hurt allies, better damage than the dragonform III breath and can be upgraded by equipping the mythic gold dragon cape in act 5).
The other ones will just be what you use while waiting for the mythic path.
After having done a dragonheir scion/bloodrager for the gold dragon path, if I were to do it again, I would pick a sorcerer/DD and make a real dragon with spells and good melee attacks (buffed by spells).
Shifter 20 would be fine for a melee char but a dragon with no spells feels too much lackluster.
A melee dragon is a great damage dealer (especially with the shapeshifting feats, since the gold dragon path lets you pick 3 feats of your choice without any limitation), you have lots of attack per turn, you're tanky and you have a great aoe to start the battle.
I just wish the mythic dragon form would have the flying charge like the griffin form has.
That said, if the setup wasn't so long to make it work, I would actually do a 20 fighter for a gold dragon to get all the fighter feats and training for the claws and bites and just shred stuff.
Right, I forgot about the Dragonheir Scion. Imho quite an underhelming archetype.
