Inflict light wounds scroll is completely broken
I've wasted 3 inflict light wounds scrolls. Used them on Camellia and targeted protagonist with them. Prot is dhampir so should be healed by the negative energy. In the combat log it says she uses the inflict light wounds scroll and after that it says the item is lost. But nothing happened. Not damage or healing was done. No effect. Tried it 3 times and restarted the game between.

I don't know if this only affects the inflict light wounds scroll on a dhampir. This error could potentially be much bigger. Maybe many more scrolls are broken?

Have you tried using it from the inventory?

I know they used to work, my MC's are all Dhampirs, even did a full dhampir merc run, that was kind of fun, except that the healing perks/feats don't work with inflict spells but at least the enemy kept us supplied with free heals during the fights.
no didn't try using from shared stash. I had it equipped on camellia and she casted it and targeted my dhampir but nothing happened.

I have tried for cure serious wounds and harm, which did work in my save. I am tempted to ask you for a picture where we can see the battlelog, your party and an injured main character. I can not think of anything else at the moment.

Spells with a melee touch range can be buggy if the caster is not standing in range to the target and has to move first. Than it can happen that the spell is cast but not applied to the target and that the caster won't move in this round. It's best to move your caster to the target first and than cast the spell to avoid this problem.
It is also possible that a caster failes to cast the spell due to a failed concentration check or a failed use magic device check for scrolls.
