I do not think it is too much. It fits his personal background story. You can speculate how much his decision to be a Hellknight might be the cause for it and his illness.
Even in-game, his Hell Knight colleague mentions they're not entirely sure what's the cause and what's the effect between Regill joining the Order of the Godclaw, swiftly rising through the ranks and his Bleaching.
It should be noted that while Regill is obviously suffering from Bleaching, people have commented that he's been able to resist the more severe effects of Bleaching for an unusually long time.
It gets even more badass in the True Aeon ending. When asked how he's still alive and functional despite obviously being in the advanced stages of Bleaching, Regill simply states that his commander has not yet discharged him from his duties or ordered him to die.
I am suspecting with his behaviour Regill is keeping the bleaching in a stagnant state. Not reverting it (unless you play trickster mythic path) or increasing it.
Maybe it has manifested at some point as form of his lifestyle and now he is willingly inside a vicious cycle in that regards.
I'm guessing his goal to find a permanent solution to the demonic invasion provides enough new experiences to slow or temporarily halt the Bleaching, but not quite enough to reverse it when combined with his regimented, orderly lifestyle and mindset.

Fighting the Worldwound = great for bleaching
Being a Hellknight = bad for bleaching
Those two things together = Regill the way we see him
Now, gnomes are very much mortals. After a certain amount of time, they are affected by the "bleaching". The only way to increase your lifespan, at this point, is to get new experiences. So, most gnomes try everything. Until they tried everything "reasonable", then the most desperate get to the less reasonable. Even evil stuff because they did everything else.
As such, gnomes are often known for their pranks and such, but it's mostly done by bleaching ones (and not all of them).
Gnomes are otherwise very talented in illusion, and usually in various scientific/engineering stuff. They are usually very curious about things. From their fey origin, they get the very flashy hair color and such.
Another well known gnome is Jubilost, from Kingmaker. A very prolific author, explorer and scientist. Sadly, he is much less diplomatic. You can find his books lying around.
Regill consider the bleaching like aging for a human. Everyone dies. He is old. He will die. The end. He'd rather fight for Golarion than playing pranks to extend his life for a few years.
Regill was a hellknight before bleaching. He was always how he is now, as per the comment of others and himself. For example, there is a random dialogue where he say he laughed 3times in his life or something.
And the elf paralictor in the hellknight camp knows him from the time he joined.
Well there's no 'First World' in D&D lore so the Gnome lore is quite different. Bleaching isn't a thing in D&D.
