Not with Hulrun but good line. And that was my Angel rolling his eyes at Ember.
My favourite interaction is later when he asked me if I was courting Arue in Drezen. I said paraphrasing ‘Certainly not! I have not lost my mind!’, he mumbled something and we went on our merry way.
It is all personal opinion, of course.
1. He is a good guy at heart trying to protect people from the demons.
2. He's an old soldier that has seen too many horrible things happen to civilians and his colleagues/allies to the point that he's grown paranoid.
3. He's an old man that's grown a bit senile.
Even Anevia says that Hulrun told her there are demons underneath the city and she didn't believe him, but he was right. Also in the first 5 minutes of the game, he was very much concerned about you and did his best to heal you despite you being a stranger. It's only after the first healing that he started doing his job (he's basically a cop) and asked you what/who you are and why you are there.
Hulrun is Lawful Neutral because his motivations are Good, but in trying to do Good, a lot of what he does ends up being an Evil act.
He doesn't deserve death, he needs to retire and live in a safe and peaceful place.
