The Desna priest can be found next to the gate outside the Desna chapel. You don't need a spell. Just get close.
See Invisbility scroll is in Marketplace in basement of the house right near the church.
Found a lot of true seeing scrolls... 5 chapters in, no other see invisibility scrolls...
Ooooh I never thought to try that. But then again I usually forget I even have the power outside of cutscene usage. I'll have to do that next run.
So who know? It could also be that even with it you failed the perception check.
see invisible should straight reveal invisible characters, being invisible and having +20 on stealth and trying to spot an invisible one are 2 things, it makes it harder to spot something yes but see invisible should counter it regardless and i think that is how it is supposed to work, im not sure about the range of the spot though, ive seen a similiar problem with the invisible summoner on the kenebras streets once as well, but maybe they fixed it alrdy, he would only be revealed when i casted the spell semi close to him but if i already had the buff up, so that rather seems like a bug like detection would only proc on casting the spell
