Where is Savamelekh's Lair ?

I spend 2 hours in the upper city but where tf is that lair there is no guide to tell where the fk is that lair.

If I am remembering correctly. If you have the main portal up (the one that has the guards) to the west, head to the south edge of the city section that is on. There is one of the bridges you will need to rotate the map around to cause to move into place. Travel across the bridge and head across the plaza where there are some buildings. There should be a two portals in the area. One brings you to a demonesses that run the town and the other should bring you on top of the buildings that block your way. There is a long stretch of roof and off to the character's left there is a really easy to miss set of stairs heading down. Go down and there will be a bunch of guys that will give you some gruff. Continue down that passage until it ends. To the left there is a doorway that isn't terribly obvious but will highlight if you press the key to highlight objects. That should be his house.

I find a bridge behind that palace of degeneracy but cannot cross. I combined the bridge, but there is only half of the bridge. Where can I find the rest of the bridge ?

There's a spot in Upper City where you find the Theater Troupe in a wagon of boxes. There's a thing(a portal IIRC) that takes you up to the roof of the building, you fight some Invisible Vrocks, go down the other side of the building. The next building is where you find Savamelekh.

Wrong area. The portal mentioned by hilburnashua and Yannir is next to the Rapture of Rupture entrance (Vellexia's residence). Take the portal up to the roof, and then some normal stairs back down on the other side.
