To use the SCM flying attack as a charge you must switch to the animal when it is your turn. Your ranger does not actually get this ability when mounted, it is your mounts ability.

It is not intuitive at all.

It also makes it so that any and all charging bonuses (like spirited charge, longspear bonus, or mythic charge) don't work.
