It might be because I had mods, but I don't know what mod would have caused this.
It also suddenly unlocked rank 7 decree
Predictable spoiler alert:
You can do Iz whenever. The point of no return is somewhere else.
So if you use Toybox, you can manually fix it. You'll still get a notification in Threshold that you failed the quest, but on the ending slides you'll get the one that says you ran an awesome kingdom.
Hoped I wouldn't have to bring Toybox in, usually I have it disabled as it seems to hinder performance and cause frequent crashes for me, but I did not do all the prep for secret ending on first playthrough just for the achiev to bug out, forcing me to run Enigma ever again..
