why do enenmy spell casters get to cast multiple action spells in the same turn

im haveing situations where after 1 turn enemy a caster has hit me with 3 or 4 aoe spells an then half the party is dead

more specific examples would help

generally even enemy spell casters can only cast 2 spells outside of scripted scenes

while enemies can 'cheat' with their stats they still generally obey the action economy to some degree, meaning 1 standard action, 1 move action(or 1 full action if you combine both), 1 swift action, and free actions

quicken spell metamagic can allow 1 spell to be cast with a swift action, not many things can make a spell use a move action tho(ithink player aeons can?), which leaves a 2nd spell to be used with a standard or full action

some enemy alchemists will have the fast bomb discovery and spam bombs tho, they can loook like spells but they arent, but can be very scary

SPOILER WARNING!!!! well im in the part of the game where you take the citidel after 1st getting mythic paths an i walk through a door an theres a minotiour and a spell caster he casts flame serpent 2 or 3 times an sometimes casts fireball also every time i enter combat the enimies keep getting suprise rounds

i get past that barely walk through some halls go down some stairs an then there a minotour 2 spellcasters an some kind off horned demon thing an the caster casts flame serpent 2 times then fireball then i died

Real-time or turn-based? Are you being surprised so they can get two rounds off before you get one?

ive been doing turn based an for some reason enmies are constently getting suprise rounds just from me walking into the same room as them

8 times in one round shouldn't be possible if there's only the one caster.

Limit should be about 2 castings, one via quickened as a swift action and one as a standard action.

That said, if one of the casters is invisible or if they have an item that casts on it's own when certain things happen, or maybe it's a trap that is unrelated to the caster...

either:

you are using mods that are affecting enemies' action economy or

you are mistaking multiple different enemies casting spells as one singular enemies casting repeatedly or

you are triggering traps as you enter combat or

your game is glitched and you might want to verify file integrity

well the only mod i have installed is a companion respec mod an the buy matieral components mod im right before the stautnent fight so theres no traps im verfiying files now though

i can try an screenshot the log when i play an they cast it multiple timjes times it says flame snake by the enemys head then a thing hits my party then says flame snake again etc
