Are all weapon effects inherently BAD, or difficulty plays a role in it?
EDIT: Playing on Unfair

I just looted The Headcracker in Drezen.

Unlike most weapons it has an ability on hit:

"Whenever the wielder of this +2 mithral light mace lands the first hit against a new target with it, the enemy has to pass a Fortitude saving throw (DC 15) or become stunned for 1d3 rounds."

I've see very few weapons with other on hit abilities, and quite a lot with "if you confirm a critical strike then..."

Now....at Drezen i am fighting demons with 15-25 saves, and I loot a weapon with a DC 15.

Other weapons abilities have the SAME problems. The best i saw was a DC 20

So the question is:

Is this issue (DC 15 vs saves 25) ONLY due to stats bloating of higher difficulties, meaning at lower diff that weapon is A LOT stronger?

Or is there something i am missing and, simply put, all weapons with special DC abilities simply suck?

You already wrote an answer - Unfair difficulty. Enemy's stats are bloating without measure

Its a stat bloat thing.

But even on Normal I never found those types of weapons worth equipping purely on that basis alone. They're okay if the weapon is useful otherwise to you.

Yeah they would be good on pen and paper Pathfinder... but not in this game where you consistently fight higher level enemies.

Almost every item that have a effect that needs a saving trow is useless on unfair.

Basically, all such abilities will only work 1 in 20 times. Everything will have saving throw bonuses of +20 or higher.

I would say they suck mostly because Owlcat simply refuses to add a way to enchant weapons yourself(considering that they added transmog to gear....)

Abrupt force is pretty nice in early game even with low save it still does it on every hit so lands stun quite often

Yeah it's bad. Would have been a really simple fix if dc of spell/ability scaled with X stat, like Lore or Knowledge, even int/wis something like that.

Unfair is meant to be unfair, but in this game its closer to cruel. I don't think I have landed a single hit that uses saves above core. Only exception was banishment with specific builds.

They should buff them to use your mythic rank as a bonus, + proficiency with weapon type. Then they may be useful in some cases..... enemies get the grimdawn treatment here, where they are immune to most of everything
