Spell penetration
Greater spell penetration
Allied spellcaster
Items

Some other stuff.

At the start of the game, you won't be able to overcome it, only some luck, so you basically need to wait, after Drezen, there won't be a lot of problems overcoming resistance.
Apart from feats you may go Aeon, this allows you to add caster level and spell penetration earlier then others.

Great spells to start with.

Pit spells
Glitterdust
Acid Arrow or whatever its called
Acid splash
Snowball

Add buff spells to the list and metamagic selective and you got more than enough spells to play with

Then start building your spell pen as game goes

you can, A: use spells that ignore spell resistance, or B: get enough spell penetration to not care. there's not much in the way of spell pen. items early, but there's a decent range of spells that don't care.

What's the magic number one should strive to aim for? I assume over 30?

If you take the feats required, if you specialize your spellcaster in a school, spell penetration won't be a problem.

Just go on playing the game and learn by doing, you will get the hang of stuff.

At the beginning your spellcasters will be buffing or using spells that don't go against spell resistance.

Around level 4-5 things get a bit better, around level 8-10, your offensive spellcaster should be specialized enough to overcome resistance reliably.

If not, respec is here.

Overwhelming Mage with Elven Magic racial ability and Arcane Focus feat gives +4 penetration at level 1 but suggest holding off on Arcane Focus in favor of taking the Point Blank Shot and Precise Shot feats first

Elf race.
Half-elf race with Elven Magic racial.
Elf race only feat.
Spell Pen Mythic is must.

Allied spellcaster on a bunch of chars helps a lot, since it stacks with each nearby char.

I think endgame enemies should have well above 40.

If you want the easy way merged spellbook should give 30(28) from levels?! + 6 from 4 allied casters +10 from mythic spellpen with greater spellpen +4 and youre already overkilling most rolls before you even roll a d20 to add on to pen.

And then theres a bunch of elven racials / class specific stuff / items.

Using spells that dont care about spellpen is always a great option as well.

Allied spellcaster and all the racials/class specific stuff people mention will help you hit it on an 1.
Spell Pen, Greater Spell Pen and Mythic Spell Pen and 20 caster levels give you up to +34 and there are various robes and items that increase that by +2 or +4 each. Max Spell Resistance I have seen on Core was between 40 and 45, maybe it is higher on Unfair.
