I am not finding it in the Shied Maze - Do you need a high religion level? thats the only thing I didn't pass in there...my main is using a glaive so kinda sucks that I can't get it

I think it is hidden by Perception check.

Level 8 perception hasn't found it in the small library near the south entrance I guess

You could have just got screwed by a really bad perception roll. Once that happens if you don't save scum it you won't get another chance until that character levels up.
