Your skill points per level are determined by your class and Intelligence modifier. Each class has a base number of skill points that it grants per level and, on top of that, you get bonus skill points equal to 1/2 your Intelligence modifier each level. If you have an odd modifier, you round down but gain 1 additional skill point every odd-numbered level. Even with a large negative modifier, you get a minimum of 1 skill point per level. Humans gain 1 additional skill point per level.
