Dark omen ring not working ?

I just bought the dark omen ring from the tavern in act 1, i tried it on MC who is a wizard and other spellcaster in my party. I don't have access to the spells i'm supossed to have with the ring even tho i have most of the spell slots requiered for the different spells; am i missing something or the ring is not working due to a bug ? Thanks

The wearer must be a spontaneous arcane caster to benefit from the additional spells. Wizards are not spontaneous casters.

Can a cleric use it?

Cleric is a prepared caster - Oracle, sorcerer, witch, and bard are all spontaneous casters.

Why use it on Wizard in first place? Since wizard can learn all those spells from scrolls for much cheaper price (instead of buying ring AND having it equiped all time). Why people even do such things? I try to understand with logic..

Just to make one point of clarity: a witch CAN BE, but is not, necessarily, a spontaneous caster. (Just because Ember is doesn't mean all other witches are.)
