"Devastation" quest

So, apparently there is a quest in act 4 called devastation, which lets you save the priestess Echo kidnapped earlier. Apparently, because i didn`t found it. I already talked to Nocticula, and when i attempted to enter ship, message appeared "Whoa dude, are you really letting that girl in Echoes hands? Not cool" and i realized there were zero mentionsabout them after i met Echo itself like 10 hours ago. Wiki says it begins automatically when entering middle city and looting some key? I killed everything that wanted to die, but there was no key. Wiki also mentiones Targona and Yaniel?.. They didn`t appeared in act 4 at all. And yes, they both live.
So basically, i want a clarification: what happened? Why there are no quest for me? Can i do something to trigger it? I have a suspicion it may be because i didn`t finished Hands quest for being a model angel (he asked to switch to lawfull good, while i`m chaotic good), and since i plan for a legend path, i didn`t care much. It would be really stupid if i can`t save a girl because my aligment weren`t to their tastes 20-30 hours ago. Or maybe it`s something else?

Devastation I think starts with ‘Meet Targonna in Alushinira’ and she should be standing at the point where you entered the city the first time.

No, not at all. It didn't appeared in the journal and I'm pretty sure Targona didn't appeared in the chapter at all. Last time I saw her when Golfry opened a way to the fane.

So, i couldn`t figure out anything, so i carried on without that quest. Funny thing, after visiting Palara`s falls second time, i`ve got a text event, where Targona and co said goodbye, and... Erandiel, the priestess, was there and she thanked me for saving her (which i did not). Lariel, too... wasn`t he already dead before the game started? I`m confused. Must be some sort of bug, or owlcat didn`t programm a possibility someone skipped the quest.
