RESOLVED (Using ToyBox) The Price of Knowledge - Bug: Help with Toy Box Fix?

I think I found it!!!!!!!!
Underneath Search and pick within ToyBox I found the following option:

KTC_FlameLance_Klejm

I set the Etude of that to "Start" and that immediately began the cutscene that I had been missing. Looking through my flags I saw that he was definitely alive after Blackwing Library since I saved him. Either way, if you run into the same issue where the cutscene won't start, that's the flag you need to set to get it to start.

EDIT 2:

Just verified that he is now showing up in Drezen. So far the quest seems to be fixed. I'll update when I complete the questline, or if I run into more issues.

I was able to complete the questline without issue. I don't know what originally caused that part to break, but luckily ToyBox was there to fix the issue.

So I have the Price of Knowledge quest where it says to "Learn the identity of the mad half-elf woman." From what I understand I am supposed to get a citadel cutscene where Klaem comes and lets me know of his missing teacher.

I have never gotten this cutscene. I looked up the pre-requisites and all that was needed was to complete the Ivory Sanctum. I have the Know Thy Enemy questline completed and did all of the Ivory Sanctum, but he never shows up.

I decided to try to fix it using the Toy Box mod. Just to test I completed the first part of the quest to see if it would allow necessary NPCs to spawn. Unfortunately forcing the first objective didn't actually fix the quest.

Toy Box also allows to set and unset various flags. I have been looking through trying to find if there's a flag for the specific cutscene for this quest, or if there's a flag that is missing from Ivory Sanctum or whatever. I have been unable to fix this questline. I have reported this using the in-game report feature.

My question is, does anyone here have any idea on how to use Toy Box to fix this? Do you know what flags need to be set to reset this quest, or make it progress?
