im trying to check if perhaps the Auto kingdom management let you bypass this bug and the event trigger.
try doing auto kingdom management to see if that works. if not i can only suggest you to wait a few month for fixes. im about to just do that. already wasted alot of hours
Finished the game on one of the less buggy paths ( azata, angel or demon) on last patch.
Started another run and hit this annoying bug.
I'm amazed is how they add stuff ( difficulties and so on) and just break the thing.
Hopefully we get a hotfix today that takes care of the crusade bugs introduced in the last couple hotfixes.
It seems some players complained the Crusade is too difficult so the devs made it impossible for everyone :D It is a pity because I quite enjoyed the Crusade management in my first run, it was surprisingly smooth and I liked the battle music. I guess we cant have nice things..
1. Open your save file with 7zip, you'll need to show hidden folders. Make a manual save just in case and modify that.
C:\Users\YourUserName\AppData\LocalLow\Owlcat Games\Pathfinder Wrath Of The Righteous\Saved Games
2. In the archive right click on player.json, click view.
3. Search (Ctrl F) Leadership, to get the following lines

4. Edit values as above. I've not tested to see WHICH line is broken for me, so I simply capped them.
