Act 3 I cant form the Staff Council

I suppose this is a bug? After conquering Drezen I got Crusade Quest "Middlegame" and Im supposed to "Form the Staff council" but the event doesnt trigger. Ive been playing for a few hours, solving other quests, vising headquarters often but I guess the councils just wont trigger :( Anyone having the same problem?

i think its a bug. i started a new playthrough and have to same problem right now

same here. i only managed to get one for the logistic.

im trying to check if perhaps the Auto kingdom management let you bypass this bug and the event trigger.

Tangent, but similar issue. I wiped out a 1/4 of the map armies before I realized I wasn't gaining any Military stat exp. from it. I'm just glad save editing is fairly easy.

It is the same thing, Im not getting any experience in Military, Leadership and only very little in Diplomacy (from event). So these stats cannot rank up to trigger Council decree. I only managed to create the Logistics Council, the only stat that works fine.

try doing auto kingdom management to see if that works. if not i can only suggest you to wait a few month for fixes. im about to just do that. already wasted alot of hours

Hopefull it will take less than a few months :) but yeah I will wait, it would be pointless to continue now, I also wasted many hours on this.

Yep the councils is what unlock the XP gain. My solution was installing the previous patch and disable updating.
Finished the game on one of the less buggy paths ( azata, angel or demon) on last patch.
Started another run and hit this annoying bug.
I'm amazed is how they add stuff ( difficulties and so on) and just break the thing.

Right now, I can't upgrade outposts, which means I can't build shelters and avoid corruption.

Hopefully we get a hotfix today that takes care of the crusade bugs introduced in the last couple hotfixes.

it's not on the known issues list for the patch to my knowledge which is really dumb considering how widespread it appears to be

It seems some players complained the Crusade is too difficult so the devs made it impossible for everyone :D It is a pity because I quite enjoyed the Crusade management in my first run, it was surprisingly smooth and I liked the battle music. I guess we cant have nice things..

well as it stands right now the game should be put on hold. only first chapter is playable.

Welp, after restarting once due to a gamebreaking bug involving the crusade, looks like its happening again. Screw it.

i give up at this point. i had similar issues with the previous game seems that history is repeating again.

Tried to fix it, seems to be working.

1. Open your save file with 7zip, you'll need to show hidden folders. Make a manual save just in case and modify that.

C:\Users\YourUserName\AppData\LocalLow\Owlcat Games\Pathfinder Wrath Of The Righteous\Saved Games

2. In the archive right click on player.json, click view.

3. Search (Ctrl F) Leadership, to get the following lines

4. Edit values as above. I've not tested to see WHICH line is broken for me, so I simply capped them.
