Report a translation problem
2) If you have any other project involving diplomacy running currently then you won't be able to start any other diplomacy project. In other words, you can only have one of each type of project (Leadership, Logistics, Military, Diplomacy) running concurrently.
You appear to have enough resources for that project, so that isn't the issue.
Make sure you have the artifact on you. If you sold it, dropped it, or threw it in your stash then maybe that would block the project.
Aside from that I can't think of what would block it. If none of those are true in your case then you may want to report it as a bug in-game (press < alt >< b >).
1) I skipped 3 days days and got an event to unlock.
2) To start a project, the weapon must be in the hero's inventory. (I dropped it in the chest)
