I only really got consistent breakthrough once I had all the feats and abilities that contributed to spell penetration, debuffs on enemies and buffs for myself.
I think spell resistance and to a lesser extent, AC could do with a pass over once the most glaring bugs are addressed.
Spell resistance especially as it doesn't seem to be impacted by difficulty changes, like AC and rolls are.
1. Ranged/touch spells. You need to roll against their touch AC. Your attack misses if you don't meet or exceed their touch ac.
2. Spell resistance. Your spell penetration needs to meet or surpass their spell resistance. This is separate and distinct from elemental resistances.
3. Spell DC: Your targets get to roll their saving throws. They may lessen or completely avoid the effect of the spell.
4. Elemental Resistances/immunities. This is where ascendant element comes into play. It ignores the units resistance or immunity when calculating damage. Resistance acts as a flat damage reduction or negation.
There are also some races and classes that can get bonuses to Difficulty Class or Caster Level Check (the latter is what you make to get past spell resistance). Elf Arcanist is the example that immediately comes to mind.
Was using Ember , who has pretty decent pen being an elf + spell pen feat and ascendant spell fire and spell focus fire element. All spells got resisted from that touch fire spell which throws like 3 fire beams.
The description of the spell will say whether or not it is subject to Spell Resistance.
