I encountered something like that too my first time there.
Best is to 1. load it properly, then 2. switching to map view and observing how things are moving 3. adjusting camera until things in map view starts moving 4. move via map.
That fixed all the moving terrain issues for me for the whole city.

In the absence of this being presented to the player, it is so alien in design as to be the diametrically opposite to normal, this will cause consternation.

There is a tutorial which pauses the game when you get close to the first by the feature affected object.
