On my current run I made a Dirge merc that does the job great for me. I have her doing dazzling display duty too so she can soften up the enemy in between buffing me.
A alchemist unique way of casting his spell make him a great and unique buffer.
Ecclesitheurge of Abadar with the Nobility domain are amazing.
Wizard / Sorcerer are no brainer but i think now the best ''arcane'' buffer is the arcanist Brown-Fur Transmuter.
Dirge has only one very small downside vs. normal Bards. (Well Versed)
But lots of extra bonuses. All the other subclasses have more of a tradeoff.
Brown fur transmuter, turn your mounts into dragons with 50 strength at early game
