i think i stumbled upon him on random encounter. it's probably forced encounter but tied to progression i would say.
In my current playthrough I'd met him in 3 scripted encounters in Act 3 (I think they're tied to progressing mythic quest chain somehow).
The first one happened on my way to Molten Scar, had to aid him in fight and then learned some bits of his story from conversation afterwards. There was also some papers (notes or journal, can't recall right now) to be found (again: can't recall if Perc check was involved or not).
The second time happened somewhere near Pullura's Fall, there was yet another fight. Afterwards, we had another conversation and he left again.
It was the third one when he finally decided to join me (some Persuasion or other skill checks could be involved). Triggered on my way back from Areelu's lab, I believe.
In all our encounters he was trying to learn about my motives and I was trying to encourage him to join. Grew to like him a lot.
After that third time I found him in the Temple, like @cannonvulcan mentioned earlier in this thread. He offered to either share his experience with my Scouts or train recruits. I chose the later option and got decree in Crusade mode that gave all of my units +1 to Initiative. Haven't tried the Scouts option so can't tell what would it do.
I'm currently in the Abyss and haven't met him here (don't know if he has any business here). Kind of expect him to be involved in Drezen mess in act 5, but that's yet to be seen.
One thing that might be worth to add is that the way scripted encounters work in this game, the player usually has to explore the location a bit in order to trigger the cutscene (it's Owlcat's way to give us time to prebuff). Most of the times there is also an option to leave the map immediately after one gets there and I guess that's one of the main ways how encounters-relying quests can be broken: once you leave the map, event counts as done and there is no way to get it again (other than reloading earlier save).
Is it used inconsistently? Sure seemed that way to me, sometimes people that were pretty important to talk or interact with weren't marked with that pin. On the other hand, some things or locations that didn't really need a mark (like sections of the Crusade camp) had one. Why? Other than you have to go there and take a look once?
Shrug. Like some other things, it didn't always seem correctly implemented.
Also - why not just - for example - clearly mark the "enchanted mansion" as Dimalchio's mansion so I know this is where I need to go for Arue's quest - instead of me having to look that up ... it is non obvious ... dunno. Location marking also sometimes struck me as weirdly inconsistent.
Oh, yeah, forgot about this thread yesterday. He appeared again when "Devastation" quest triggered in Act 4. I'm currently waiting until "Mercy" will get fixed to get all 3 keys.
