I seem to have to role 20 on every attack and im not sure why

You may have built your characters badly, you may be entering areas too high level for your party, you may have skipped a lot and become underlevelled.

But you've provided no actual information so it's impossible to tell. Where are you in the game? What level are you? What's your party composition? What are you fighting that you're struggling with?

Enemy stats are heavily bloated in some areas.

Yeah that is just blackwater in a nutshell. Level 10 is quite low for that area honestly. Unless you have a properly built spell pen character with gear supporting it, or a magus with dimensional strike you will struggle there. Your options will most likely be go back there later, or lower difficult for that area alone.

Typically the only enemies you have to roll 20 on are some Bosses and optional super tough enemies. For any class you really have to go heavy into what you want them to do. For sorc you really need feats to break through enemy defenses cause just casting spells without strong penetration just won't cut it.

Also in blackwater the enemies typically need to be coup de grace or use electricity to finish them off.

What is the best way to level up as although i pushed through it i hated that quest from the constant 20s needed to do anything
