Thnaks for the reply, but this isn't the issue. I'm not systemically inept in this regard, have a couple hundred hours in Kingmaker, and haven't had this issue with Wrath up until now. It isn't that Staunton can't attack cause he doesn't want to move, it is just that he WILL NOT attack. I'll mouse over the enemy but he simply won't have the ability to attack sometimes(it's a toss up every round as to whether he will be able to attack or not).
My party members without reach weapons do not have this issue, and Staunton has never been on hold position when it has occured. It has NOTHING to do with Hold Position, it is simply a bug.
Yeah, that's what I ended up doing. Can't seem to fix it, and some of these bugs seem to come and go randomly, like the one where if I load a save while in a battle, I'm just not able to pause the game until I reload from the main menu. The pause one was especially prevalent during the phase of the game where you are under Drezen, but stopped almost completely when I got into demontown.
There is a bug in turn-based mode where you cast a cure spell or a touch spell, the character auto move to the target and nothing. The spell is then save in the ability tab making every actions almost impossible until the cure or the touch spell is finally used.
To avoid this bug, manually move them into position then cast the spell. Don't let them auto move to cast any spells but that doesn't always work.
I've used the Respec mod to turn Staunton into a two-handed reach weapon user, he's not using many spells, let alone touch spells.

Seelah has a full turn, but when I mouse over the enemy, I just get the "move option". This happens every once and again in combat (the earlier turns were just normal for her). I didn't do anything special in this battle: Just walked and auto attacked with her - then just pressed end turn until this state occured.
Since I am still a noob and just followed an online build for her, I thought it may be related to an item or a skill I gave her in a level up, but maybe it was a bug.

some intentional some bugged
intentional:
- status effects that prevent you from doing your attack action (like sickened or the necklace that lets you get haste for 3d4 rounds after a kill but then you cant attack at all for 2d4 if nobody dies near you)
- disarming blows
- being surprised and having to walk over to someone (only move or attack not both)
- being held in place and having to move
btw. hold position is NOT a reason why someone does not initiate attack in turn based. it only prevents them from not moving on their own but in turn based you ahve to manually click to attack overwriting the hold position command. (same in realtime when you click on an enemy to attack it)

bugs obviously.
i have this issue with my shield bearer. sometimes he just stopps attacking without any reason. so i only can move him around but nothing else. and since i dont have an attack feat, i cant even use that. (i have charge and fight defensively with him nothing more. but he has a battleaxe with a critrange from 11-20 and a to hit of 41.... ^^*)
Just have to add to this that Sickened doesn't prevent you from performing an attack action, or any action for that matter. You're thinking of Nauseated.
Obviously this isn't much of a workaround given how this game relies on obscene numbers of buffs, but it could prove useful in a pinch.
Don't bother trying to manually remove buffs from your party; that doesn't seem to work.
