Mad half-elf in Wintersun

How to finish this quest? I would find something about her later in game or what? There is no information in Wintersun about her.

Correct. You can only progress the quest later on when you get a certain new visitor in the council room.

Not sure if you have to rescue the guys in the library where you first find the story teller - but their order should send someone to Drezen and their leader can be talked to about the women.

After you complete Ivory Sanctum (or one of the other main quest areas) Klem will pay you a visit(in the war room) and mention the mad elf in question, if you already did wintersun and found her at that point, tell him about her. When you get there, there could be combat depending on how you handle the situation.

For me it was way earlier than Inner Sanctum. And needed to visit Blackwatter to finish the quest
