I think its more a sake of balance. The loot is pretty poor across the board, a few good items depending on class/build but very few. If every high level enemy dropped a Holy Avenger or Infernal Blade of the Edge Lord or what ever, it would have the opposite effect and devalue the better items.
Its frustrating but....it makes the good items all the more valuable.
That said, they should at least drop a decent amount of gold or some thing valuable to sell.
Either way, seems fishy to me.
Rare rewards, decked out troops, new alliances...all in exchange for a few paltry holy avengers?
Mmos face similar problems all the time, and they've had to work around them. It sure beats fighting powerful foes and feeling...unrewarded. -cough- playful death -cough-
