*Trickster (the mythic one not the "prestige" class; btw pro tip: "prestige" classes except Theurge and Ice witch are all Garbage and points wasted, unless for RP reasons) allows you to add mythic level to your scroll/wand/etc. caster level if you pick his Magic Use tricks. On second level of the same trick he stops using up his magic items at all and can just use them ad infinitum.
*Scrolls have the caster level of the person who made them AT THAT TIME, you can make Nenio a scrollslave that learns all the magics (she can add any scroll to her spellbook permanently) and makes all the scrolls, even if you put her on autolevel.
*Use Magic Device is for scrolls, wands etc. try to have it as a class skill (many ways to do that during creation) and put some points into it.
*Classes that cast spells can use their scrolls (even without knowing the spell) with no throw, they just do it.
So like a Bard can autouse all arcane scrolls/wands and all heals without a throw and has throws so good that he will use anything he wants anyway.
Witch has both arcane and divine power i think cos it's an advanced hybrid class (aka cheat classes) and can probably use almost all magic scrolls/wands with no throw at all.

Gets a bit more detailed than that - the ability to use a spell without a Use Magic Device check comes down to whether the spell is on your class' own spell list. So if something appears on the Sorcerer spell list but not the Wizard one then a Wizard would need to make a UMD check to cast that spell from a scroll (I don't know if there is such a spell, I'm just pulling two similar casting classes out of my backside here).

That was pretty much covered by the "if a character tries to use a scroll that they can't cast naturally" part. So yeah it does apply to a witch wanting to cast haste and similar cases.
