BEWARE you need DEX 15 for "two weapon fighting" and DEX 17 for "improved two weapon fighting", as well as weapon finesse and slashing grace if you want the Dex count as attack and damage.
It is much easier to give your mighy orc a great axe with 20 Strength.
An easy way to make a strength twf build is with ranger or slayer. The fighting style feats don't need to meet requirements. Also with ranger you can take a mount and use the mount for your defense and move action
Personally I prefer the Greataxe. Iterative attacks in this game suffer large penalties to hit, so in most cases your Orc Double Axe will only hit its first few attacks anyway. There is a Mythic feat that lets you deal your strength bonus in damage whenever you miss, which can be nice, except DR usually reduces that number to zero anyway. That and since Attacks of Opportunity are just single swings, its a good idea to make that one swing as nasty as possible. Also you need strength and dex to make Orc Double Axe work, whereas for Greataxe you just need strength.
My advice for a monstrous Orc greataxe build is to go one of the following:
Two-Handed Specialist Fighter: They are accurate, and they hit monstrously hard against packs of enemies because of their cleave bonuses. Either drink potions/get a party member to buff you with Enlarge Person and let the cleave splat the crowds.
Mad Dog Barbarian: Initially you'll be on foot fighting alongside your beast companion, but at level 7 most animal companions grow to Large size, allowing you to ride them. The mount can allow you to run up to people but still get to Full Attack as a rider. You can a pig for dat Warhammer Orc vibe, or ride a dog/wolf because you get an attack of opportunity whenever your pet trips someone (something your dog/wolf does automatically). Also the negative AC penalty of Rage doesn't really matter when enemies prioritise mounts over riders anyway.
Rowdy Rogue: You don't need Weapon Finesse with a greataxe. Take everything to do with Vital Strike, it stacks with Sneak Attack, and you'll be doing cartoonishly high damage with a single attack. Pretty sure a crit from a buffed-up Rowdy Rogue can one-shot most bosses in the game.
