Tactician bugged

Hello reader!

My Tactician skill is illuminated, but when I check the arrow menu to see which ones I can cast they are all greyed out even though I have Shake It Off and Outflank. Are there circumstances where you can't use it that aren't mentioned in the tooltip, like if you're in heavy armour? Or is it a bug?
