Then again something like the Flying Attack on a Hyppogriff has the same kind of wording, in that case "this ability functions and counts as charging", except that the 2x damage from using a spear-type weapon doesn't work with Flying Attack while it DOES work with Charge even on the exact same mount. So I wouldn't really put any stock in the game's wording.
As a counter example. Deadly Earth does either 8/3rds or 8x the damage it's supposed to do when cast, based on Pathfinder tabletop rules (I'm not actually sure if casting it should count as entering the area or not, in addition to the amount specifically stated to work on cast, hence the "or"). But this line "creatures and objects in contact with the ground within the area when you create it automatically take 1/4 of the normal damage from your blast with no saving throw. Any time a creature enters the area, it takes half the normal damage from your blast, as do creatures that end their turns in the area." does not actually exist anywhere in the Owlcat games, so they can change it however they want.
Edit: Btw the 2h strength is normal for dog bites. If a creature has only one Natural Attack and no weapon attacks, which is the case for Dogs who only have Bite, that attack gets 1+1/2 strength bonus just like a 2h weapon would. Iteratives are just wrong though.
