But that certainly looks like a bug. I would check the combat log, alt+b to open the bug report screen and write out what you are doing, the bug, the opponent you are hitting and then exactly the way the combat log is showing the damage being calculated (not just 10 hp but how the game determined you did 10).
Combat log says save throw was failed, I play on Story difficulty.
Honestly, 3d6+max 20 isn't much anyway (max 38 on save), so I didn't bother investigating if that was normal.
Most popular are bubblebuff (github only, auto buff, you select the one you want from what you cast and the mod act as if you casted them all individually), and toybox (many things, from QOL to cheat. Is often used if only to fix some bugs). Also portrait packs.
The game only allow limited modding, don't expect much. The rest include new classes or changes in feat and the like.
Never tested myself and not far enough to know if this persists into the main story, so this is just a hypothesis. Perhaps you selected the supernatural version of the spell and it thinks your caster level is only 1? My advice (other than the bug report) would be to retrain / mod / or go back to your level-up somehow and take a closer look when you're selecting spells.
Also, verify game files.
They should definitely fix this, because these supernatural abilities shouldn't show up in the spell list for casters.
My suggestions remain. Verify game file integrity. Alt-B bug report. Try to somehow go back to the level-up (i.e. reload an old save, retrain, or maybe mods) and be careful to select the spell version. Don't know if any of those suggestions will help.
