I think you can kill most of them at some point. However if you want to stay in character you might consider you are in abyss full of demons maybe not best place to start your personal crusade unless you are a real planar badass.
Now that I think about it, yes kill everything. Especially the furniture.

Yes, they are the enemy. Depraved creatures. Already killed like half the city. Zero regrets, it needs to be TORCHED! With that said, apart from lag, it's actually quite enjoyable! Ok, Battle Singer helps, the final Verse is like OMG!

The whole city is weird, can chaotic evil creatures have cities? I don't even think Azatas (CG) have cities. The whole concept of a city requires a certain amount of order. What about slaves? Slavery, doesn't seem like something CE characters would care for either, much more of an Lawful thing. Why are there beggars? Who in a city in the Abyss is going to give alms to a beggar? The whole act probably shouldn't have existed.
Now that you mention it, you are so right. I mean, the only way I can see it happening is if it's anarchic hellhole. Which really isn't the case. Apart from camera gimmick, it definitely feels like you are in HELL, not Abyss.
Is it a weird act? Yes. Do I like it? Yes. I mean, it gave me EXACTLY what I was looking for, fighting evil without that much meandering about it. And this Nordic party of mine's super fun. Will probably finish it by replacing Lann with a Winter Witch(it's stupid that WW don't get Focused Element Ice, but oh well! That's 1pt Wiz!). Yes, I think that'll do it.
(I think you can still kill all the slavers in the Fleshmarkets anyway, of course, I was afraid to try engaging all of them at once ... until ... )
Elsewhere I've talked about the walking of the Aeon path. In Part 4, doing it successfully means enforcing the laws of the Abyss. So not only does chaos have some laws (oddly enough), you have got to enforce them, even they seem more awful to you than the worst laws of the human world.
It's my least favorite act. You are cut off from the rest of the world for as long as you are stuck there (well, they did warn you beforehand), one definite warning: DON'T use the inn there as a resting place, use the Nexus, you are surrounded by tons of demons who fortunately only very rarely go hostile and mostly ignore you (although their dialogue will taunt or insult you), and I'm not gonna repeat why I kinda just don't love the whole camera rotation = world rotation gimmick.
lol. To be fair, I discovered Asmodeus and co down there, also very fascinating. But Gorum? Strong and capable, yes!
edit: Can't describe how much of a discovery Asmodeus and co were. I'd really want Hell's Rebels / Vengeance in a video game form.
Because if you do you will have opportunities to play one demon off against another to your and Galarion's advantage. There is an old adage that "my enemy's enemy is my friend" - even if only temporarily
Hold your nose, take your time and and find out WTF is actually going on in that cesspit before acting rashly is my advice. In any case Act 4 is brilliant and you'll miss a lot if you just lay waste to the place willy-nilly.
