Night Gamblers Bugged

Night Gamblers is bugged cause I can not talk to Sosiel at all when he shows up to the graveyard to play cards. I have tried to save and load, turn the game off and back on again. Nothing seems to help with the quest at all. Is there a way to trigger it or am I doomed to fail this quest?

Edit: Been tring all of the above stuff again just to see if some combiation will work. I have tried all of the above at 030, 130, and 230, just cause thats where my wait times ended up being. The gaurds he is supposed to be playing with also arent showing up at all. Still nothing is helping and nothing is triggering. Please help!

I am not running any mods if that helps at all.
