For Sorcs and Paladins the stat is CHAR for example, while clerics use wisdom.
My base intelligence is 20, plus 16 from equipment, bonus etc.
According to the description, to cast a spell of certain level, you need 10+ that level number. So if I understand correctly, I only need 20 intelligence to cast a 10th level spell.
However, that's not the case. I even used bag of toys to edit my intelligence to 50. Still didn't work.
As far as this part, that's because you never gain any new spells past CL 20, because 20 is, obviously, the level cap for all classes. The main benefit for having a CL 21+ is for spell pen checks, spells that do damage based on CL, etc.
You got your spell slots far earlier than normal because of how the merged spellbook works, and thus had a much wider gulf of not gaining any new spell slots than normal.
As far as 10th level spells, I don't know anything about that. Maybe they're still bugged.
